There are different grades that reflect their historical and architectural significance. The general rule of thumb is that all buildings that date back to pre-1700 and mostly in original condition are likley to be listed. Most also between 1700-1850 will be, too. Rent control is of course wanted by tenants, especially in this climate where the rent increase is steep. The reason behind why and how the rent can go up by £100+pcm is not just the landlords wanting to fetch the market rent. We see it mostly because their cost has gone up e.g. service charges and mortgage. With so many landlords looking to exit the private rental sector, the rent can only keep going up, so a talk about rent control will not help. The article makes an important point that depreciation rules should reflect increased home working. Current standards penalise tenants for normal use and burden landlords with higher replacement costs. It calls for the Housing Act 1998 to redefine ‘normal use’ and for courts to expand their view of ‘reasonable use’ in tenancy cases. However, it's not clear how this bill would help if there will be less properties to rent in the first place, and possibly even more evicted at short notice. Propertymark's Reports "show that 88% of landlords have no confidence in the current private rental sector...and more than a third plan to leave the sector altogether this year."
